[Bismillahnews.in-25-10-15-New Delhi-Shehla Rashid] Friends, there are some news reports indicating that MHRD will continue to grant non-NET fellowships but on the basis of "merit". These statements are an attempt to divide students on the lines of "merit" and weaken the movement. It’s unfortunate that the govt bodies are communicating with us through newspapers. But we feel that it’s important to respond. Here’s why we need to reject this logic of "merit":

1. A government that thinks of RSS Membership as the only requirement for heading key institutions like FTII, ICHR, ICCR, etc. cannot be trusted to define what "merit" entails.

2. To say that those who do not qualify JRF are not meritorious is a laughable suggestion, as the NET-JRF exam itself is ridden with problems. First of all, it is biased in favor of students from Science background, as the Paper-1 consists of numerous questions pertaining to quantitative aptitude, computer science and pure mathematics. Second, we know that scholars with a critical approach to History find it difficult to crack the UGC NET exam, as the History paper is much below their standard. Thirdly, we have seen recently that the official answer key of UGC-NET Persian exam contained 94 wrong answers due to which no one in India cleared JRF in Persian. (It was after the intervention of concerned students across three country and a protest led by JNUSU-SLL&CS that this anomaly was corrected).

3. The students who gain admission to M Phil and PhD courses do so through a rigorous admission process. Once a student is admitted into M Phil and PhD, it means that they are eligible for research, and research cannot be undertaken without funding. If the government doesn’t fund research, private players, vested interests and social elites will control and steer the research agenda.

4. If, by merit, the UGC and MHRD want to imply that those who qualify NET exam will get non-NET fellowships, then it needs to be clarified to them that the NET exam is a test for teaching aptitude and not for research ability. To judge research ability, Universities already have an assessment process: M Phil and PhD aspirants compete on very limited seats and they also have to present a regular progress report signed by their supervisor in order to be able to avail the fellowship. One may be a specialist without necessarily qualifying an exam which is based hugely on general knowledge (Paper 1 of NET exam, especially).

5. The sword of logic has been used for centuries by the ruling classes to deny entry to those who have been deliberately excluded from the educational and cultural sphere. The oppressed castes, poor people, Dalits and women from marginalized sections have got the most to lose from this dangerous proposition. Often, what is thought of as "merit" is actually an assessment of English-speaking capacity, "personality" and communication skills. Upper-caste men in India have dominated knowledge production and access to learning. The recent trend of Sanskritization of educational and cultural institutions further favours these classes. With the steady privatization of education, students from poor families have to wage an enormous struggle to get good quality education. This has doubly affected Muslims and women. Given the grave inequalities that the Indian society is ridden with, aggravated by privatization and saffronisation of education, it is hypocritical on part of the government to use the stick of "merit" to browbeat marginalized sections. The democratization of the process of knowledge production is essential not just to enable all youths, irrespective of their background to pursue research, but also to ensure that the ‘ruling ideas’ dominating our course books and academic and socio-political discourses are not the ideas of just the monolithic majoritarian ruling establishment! For our knowledge systems to be contextual, sensitive to the specific problems confronting our society and nation and reflective of our plurality, the process of their production must necessarily be inclusive. Thus, the cost of research endeavour must be borne by the state from the funds that citizens pay as taxes.

6. The present BJP led government at the centre, deploys its favourite slogan – “‪#‎MakeInIndia‬” – with considerable fanfare to grant loan waivers and subsidies to giant corporate houses and to tamper with labour laws in order to ensure cheap and compliant labour for the extraction of super profits. It does not however think it at all necessary to recognize, or even acknowledge, the democratic process of knowledge production in India and by students in Indian universities! The government must realize that the number of years a student spends to pursue M.Phil. or Ph.D. are not just years spent in persuasion of a degree but years spent in the production knowledge.

7. For the development of the nation, it is important that young people are given opportunities to learn, grow and undertake good quality research. The nation cannot advance without its people. We know that the public spending on education is miniscule at the primary and secondary levels. It is ensured that only those who are already significantly privileged can even reach the University stage. It is possible that the score of students belonging to marginalized communities in the entrance examination may be lower than that of those hailing from more privileged backgrounds. However, the few students from marginalized sections who manage to reach the University level are, in that sense, much more meritorious than those who have reached this level on the basis of a significant advantage.To then deny them funds for research using the flawed logic of "merit", which could be based on their score in the entrance exam, for example, is an oppressive logic and will serve only to throw out these hardworking students from higher education.

We will reject any such proposal made by the UGC. We will reject any deviation from the original agenda. We stick to our demand of increasing fellowships from Rs. 5,000 to Rs. 8,000 for MPhil and from Rs. 8,000 to Rs. 12,000 for PhD scholars. We also demand that non-NET fellowships be extended to all universities, including state universities. We further call upon the Government of India to refrain from signing the impending WTO agreement to bring education under tradable services or face massive protests.

[Bismillahnews.in-25-10-15-New Delhi] The government’s primary agenda is clearly development—of a Hindu Rashtra. There never was a mask. The decades-long aim of the Sangh Parivar with the Rashtriya Swayamsevak Sangh (RSS) at its centre has been to make India a “Hindu nation.” That aim was only put in the background when the RSS supported Narendra Modi’s bid for prime ministership and provided the foot soldiers for the 2014 parliamentary elections, as the Modi-led Bharatiya Janata Party (BJP) successfully sold the electorate the dream of sab ka vikas (development for all). Hindu majoritarianism lost no time thereafter to rear its head and show its full face.

What we are seeing now, from Dadri to Udhampur, from Mumbai to Mangalore, is this majoritarianism let loose and beyond anyone’s control, certainly not 7, Race Course Road. The lynching, fi re-bombing, defacing of dissenters, vitriolic campaigns on social media, social bans on Muslims and the taunts to migrate to Pakistan are not the work of “fringe” elements. They are the work of the mainstream of majoritarianism. They were earlier seen as on the fringes because never before did Hindu communal groups wield the power they do now.

These informal groups and mass organisations—some with formal and some with informal links to the RSS—were no less stunned by the scale of the Modi triumph of 2014. They—specifi - cally the RSS—now interpret 2014 as a major change in electoral politics: The Hindu Right can now come to power without any electoral support from the minorities. A Hindu nation then is within reach. The power that comes from such an interpretation when harnessed with silence by the government can wreak havoc on the social fabric, as is now beginning to happen.

The organisations shepherding Hindu majoritarianism have never had much respect for democracy. Elections are meant to grab power and then remake India into a Hindu society. Hence the importance given to taking control of institutions of learning and culture. There is no point in expecting the RSS and members of its extended parivar to respect the Constitution, because the freedoms (and responsibilities) guaranteed in the Constitution are the very antitheses of their core beliefs of majoritarianism, religious intolerance, and social exclusion, and scorn for freedom of speech. The disregard for constitutional principles shows in how bit by bit one or the other leading light (not just the foot soldiers) sneers at Islam and Muslims, emphasises the superiority of men over women, denies the right of citizens to have their own social and cultural practices, and even questions the constitutional reservations for the lower castes. The hope of liberals that constitutional office would moderate the votaries of Hindutva was always terribly misplaced. The checks and balances of democracy are of no relevance because majoritarianism in India has no use for constitutional principles.

Seen thus, one cannot see Prime Minister Narendra Modi speak out against the increasing frequency of acts of violence perpetrated by the many agents of Hindu majoritarianism and make his party men fall in line. Except for his last term as Chief Minister of Gujarat when he kept the RSS at bay as he set out to burnish his Mr Development image, Modi has built his career as a fi rm believer in Hindutva. It was held in check during the Lok Sabha campaign, but only just. (Modi was the one who brought beef into the centre of politics when he spoke about the “pink revolution”; and when the fi rst calls for non-supporters to migrate to Pakistan were made, he could only say, “Do not distract from the development agenda.”) Now as the forces of majoritarianism which put him in office set about trying to remake India,how can he go against them? That is why he takes two weeks before finally referring to Dadri, and then can only do so indirectly by citing the President of India’s call for amity. That is also why when a week later he does directly speak about Dadri, he asks what the centre can do when law and order is the responsibility of the state government. That is also why, after weeks and weeks of violent incidents and statements of hate, the Prime Minister of India does not take action against his colleagues in government and the party but chooses his party chief to send a message to them to refrain from making such statements. (Note that such talk should only be avoided, not that it violates the law and is a fundamental negation of the principles of a plural society.)

Narendra Modi perhaps hoped to ride two horses, one of vikas and the other of Hindutva. He may have thought they could be kept separate, one would deliver majoritarianism its pound of fl esh and the other would give corporate India its growth. The victor of 2014 is seeing that the politics of hate is not good for business and certainly not for his global image which he has been so careful to cultivate.

Nothing though will faze Hindutva and its representatives in government. None of them can come out and resist the socalled fringe elements. Hence only words like “condemnable,” “unfortunate,” “diversionary events” and “disturbing vandalism” are heard whenever a citizen is lynched by one of their own supporters, whenever dissenters are smeared with ink, and whenever Muslims are asked to keep away from social events. Whether the BJP and its allies win or lose in the Bihar assembly elections, there will be little change. Hindu majoritarianism will continue to try to impose its communal agenda on India. It is left to the writers of the country to stand up and say “No”, and to the President of India to make elliptical remarks, twice in two weeks, warning against the growth of intolerance.

This writer is of the opinion that Modi government and Sangh parivar considers the left front students wings as single biggest enemy for their capitalist embedded rule of India by using tools of communal fascism and  Manuwadi casteism for consolidation of upper caste votes.Since left parties are the only credible force in India which are coming together against the Communal fascist government of Modi’s rule and could provide an alternative at the center,the present onslaught against Occupy UGC should be seen in this perspective.

[Bismillahnews.in-21-10-15-New Delhi-Sohail Siddiqui] UGC comlex near ITO New Delhi has been occupied by AISA the leftist students body led by JNUSU vice president Shehla Rashid and students unions from Delhi University.Earlier hundreds of students respondent in an all party call of protest at UGC against the decision to do away with the non-National Eligibility Test (NET) fellowship, which is provided to students undertaking research in central universities across India.

The scheme is in place for providing financial assistance to students undertaking MPhil and PhD — they are provided ` 5,000 and ` 8,000 per month respectively. PhD students get assistance for four years and MPhil students for 18 months. They also get a contingency amount per year to help them carry out their research. The fellowship will not be available to students enrolling from the new academic year, officials said.

Earlier hundreds of students broke the gates and occupied the UGC front space,while an all party office was inside the UGC building negotiating,students outside were protesting.The JNUSU VP from AISA said we are not leaving till we get our demands met and issued appeal to students to come in large numbers to the UGC complex near ITO.

These corporate's in turn assured Brahman's to do everything to realize the fascist dreams of converting India into a state where Manuwadi and Vedic rule would be implemented targeting the rights of the Dalits,minorities and the tribal's enshrined in the original constitution of India.

Under the present Modi/NDA rule this is being implemented from Kashmir to Kanya Kumari after slowly killing all pillars of democracy in the period from 1991 to 2014.The political parties under UPA/NDA are principally one with common social base of upper caste interest going totally with out right sale of India to Israel and US interests.These parties further control the regional parties like BSP,SP etc by using legal cases of corruption against them...and today even these political parties have become B teams of the fascist Brahman political fixing.The left parties which should have been at the fore front in the fight against economic surrender of the country were again almost reduced to non-performers because of dis-unity among them,this enabled the fascist to eat into the parliamentary system and reduce them to a pathetic forces almost siding with the Vulture's of Zionist design of controlling India.

But since last one year the forces of left front have been coming together to capture the natural space which had remained divided and which led to 31% of votes capture the government formation with majority in the parliament and 69% of votes because of dis-unity remained a marginalized spectator despite being in majority.

This Unity further reflected in the Bihar assembly elections where all the left parties for the first time in India in any state elections have unitedly put up candidates in all 243 assembly seats giving the voters across India a message that an alternative is in the making to the fascist forces and regressive ideologies would meet their due in the future.

These developments in Bihar have created a panic in the fascist ruler of Delhi who were dreaming of using communal card to come to power in Bihar.They were self assured by the money power they used to divide the Bihari electorate by patronizing many outsider political parties in the state.AIMIM was pushed in Bihar and fascists thought this move alone would serve the dual purpose of consolidating the voters in their pocket on communal lines and will ensure division of Muslim votes thus hurting the Janta Parivar their main rival.But both these desire's met with total failure as neither the Janta Parivar nor the Muslims votes got fooled by AIMIM and nor did the Bihari voters consolidated behind BJP/NDA alliance on Hindutva plank.

This forced the Delhi fascist rulers to think about how to save their delhi gaddi and future..? Thus came the organized Dadri lynching of Mohammed Akhlaq in the name of eating/killing beef.This BEEF politics of Sangh Parivar was escalated to various states ruled by opposition parties...going soft on the fascists.The result again in Bihar was negative polarization as despite being the Navratra days with an aura of religious fervor people simply did not flock around to vote inspired by Beef politics of Sangh Parivar implemented by Modi and his ministers.

[Bismillahnews.in-17-10-15-New Delhi-Sohail Siddiqui] It is assumed that Muslims culturally are non-vegetarians and hence it is because of their food habits that non-vegetarian products like meat,fish and chicken markets flourish in India…and the India being a country dominated by majority of Hindus a culturally vegetarian [ghas-phuus] community is by its soul a vegetarian Nation.Hence the Brahman which constitutes just 2% of the Indian population easily has maintained this perception since centuries in India and outside India about India.The best part is this Brahman from Vedic ages has been active consumer of non-veg and cites his religious text as supporting eating of non-veg as food but restricts other sub-castes in his manuwadi system in India not to consume non-veg as it is associated with Muslim culture…a satanic food habit of danav’s.

The figures and facts emerging in this debate also focus further the facts that Brahman owners control the beef export business in India with Muslim businessmen not even in the first five.Yet the slogan is raised Gai Hamari Mata hai - Musalmaan isey khata hai.

Three decades back a Journalist Brahman Pandit friend went to USSR along with then PM Rajiv Gandhi and the first thing which this now a prominent media baron and cricket board manipulator MP from a National party close to MODI and his party, was to ask his non-muslim acquaintance in Moscow to arrange for him cow meat for he wants to taste it.Rest is a story he tasted Russian girls also who came out unsatisfied as this Brahman could not have made them happy as he lacks this gift by God.

And now in last four decades I have yet to meet a friend who says he is a vegetarian…this change that India has undergone is reflected at the markets of meat,fish and chicken all over India.Earlier the meat selling business was totally dominated by Muslims though in our child hood their were Jhatka meat shops too largely catering to the Sikh population , but since then a lot of water has flown in last four decades…here is what I observed yesterday when I went to a NCR market of fish,chicken and meat having around 50 shops.This market to my shock was all empty and I thought may be it is friday Juma,they all must be having a weekly off.On side side behind the counter five to six men were playing cards and all of them were shop owners,they replied that because of Navratras their are no customers and most of the shop owners have closed their shops till Navratras are over.I first could not understand the link between Navratras and Butcher markets being closed but subsequently after spending an hour with them I learnt that this market has 50% non-Muslims also having shops.One of them said six years earlier only non-Muslims had shops in this meat,fish and chicken market, but now Muslims have also become part of this market.

Seriously today whether it is Chitaranjan park or INA’s posh meat,chicken,fish markets in New Delhi doing flourishing businesses it is largely due to the non-Muslim clients …yet the fascists and section of law officers promoted by Modi’s weapon of Islamophobia empowered by his Dr. Ministers are provoking crowds in lynching Muslims for alleged cow slaughtering and cow smuggling …etc … why ?
